Does it work without the internet?
Yes. It runs entirely on your own computers and makes no network calls, so it works with the internet unplugged. Every part of the government, enrollment, council, court, and finance, keeps running whether the connection is down or absent.

Nothing about the system depends on a cloud service staying online. The software, the records, and the AI all run on your machines.

Offline is not a degraded mode
In most software, offline means a stripped-down version of the product that queues your work until the real system comes back. That is not what is happening here. There is no real system somewhere else. The system is the machine in your office.
Everything works with the connection down, because nothing was reaching for a connection in the first place. The records are local. The workflows are local. The AI is local, which is the part that surprises people, because the models sit on your disk and run on your hardware.

Air-gapped, if your IT wants it
Working offline and being air-gapped are different postures. Working offline means the system does not need a connection. Air-gapped means there is no path to an outside network at all, by design and by configuration, and nothing in the system will quietly reach for one.
Outbound calls are refused unless your government deliberately enables them, and even then a person confirms before anything goes out. For a tribe handling sensitive matters, this is the strongest position available, and it costs you nothing in capability.
