Air gap
An air gap is a setup where a computer or system has no connection to outside networks. Air-gap-capable software keeps working with the internet fully disconnected, which is the strongest form of data isolation.
The name is literal: nothing but air between your machines and the outside world. A system that never touches an outside network cannot be breached from one, which is why the highest-security installations anywhere run air-gapped.
Most modern software fails the test immediately, since sign-in, licensing, or the AI features quietly require a connection. Air-gap-capable software runs every feature, including the AI, on the machines in the room.
For a tribal government the air gap is also a sovereignty statement: the system's dependence on outside infrastructure is zero, by construction.
