Per-capita
Per-capita is a distribution of tribal revenue paid to enrolled members. Accurate per-capita depends on an accurate membership roll and attributed financial records.
Because eligibility follows enrollment, every per-capita run is only as good as the roll behind it. Disputed enrollments, unrecorded changes, and duplicate records turn directly into payment errors, and payment errors turn into political problems.
A provable roll changes that: each enrollment decision is attributed and sealed, so the list a distribution is drawn from can be shown to be current and complete.
On the finance side, attributing every distribution to a person and a date is what makes the yearly accounting and any audit straightforward.
